Graduation certificate

Issuance of a certificate of occupancy in front of the authorities

Applying for a permit is the first process on the way to your dream home. The process requires a list of experienced professionals who will help you build your dream home. But even at this stage, you already need to collect and compile paperwork to receive a certificate of completion for occupancy.

I'm sure you've heard more than once that receiving an occupancy form (or as many know it as Form 4) is a long and tedious procedure. It doesn't have to be like this, and it can be started already at the stage of the permit application. Management and control of engineering projects.

So you have finished building your house, you already want to move in but you discover that the work is not yet completed and now you have to go through a bureaucratic process with the local authority regarding the issuance of Form 4 and a certificate of completion. So what is form 4 and what is a graduation certificate? What is the relationship between them and how do you get them? You can find the answers to these questions and more, right here in the following lines.

What is form 4

Form 4 is an occupancy permit, given to new property owners by the local authority in whose area the property is located. At the end of the construction of the property, the local authority wants to make sure that the property meets all the required regulations and standards and that it was built according to the law. In this context, it requires the owners of the property to present certificates that the property was built according to the construction plan submitted to the local planning and construction committee, that there are no construction anomalies beyond the building permit given to the property, that the electrical system was checked by a qualified electrician and found to be normal and safe to use, as is the case with the gas system, water, etc. .

What is a graduation certificate?

A certificate of completion is a certificate given to the property owners after the completion of the building's final phase. In the first phase, the skeleton of the building was built, which includes the foundations of the building, the foundation, the interior walls, the outer shell, the ceilings and the roof. After that, the final stage begins where the skeleton is "dressed up" with Teva, plaster, cladding, flooring, sanitary ware, doors, windows, etc. and at the end the house is actually ready for occupancy. When the finishing phase ends, the property owner receives a certificate of completion indicating that, on a technical level, the building is ready for occupancy.

And what is the connection between Form 4 and a graduation certificate?

So here things start to get a little complicated. According to the law, after the building is completed and after it is ready for occupancy, the first thing to do is to obtain all the required permits, submit them to the local authority and receive form 4. Only after receiving form 4 is the certificate of completion also received. Form 4 is actually a temporary occupancy permit and it is possible that the local authority will grant it to the property owner but will require various repairs to be made to the property in order to approve it definitively. After making the required repairs, the property owner will also receive the completion certificate. Only when he has the completion certificate, can the property owner contact the electric company and ask it to connect the property to the national electricity grid.

Today, most authorities combine the forms and this is now called a certificate of completion. A certificate of completion that consolidates all the required approvals of all construction systems and constitutes approval for permanent electricity connection until the property is occupied.

A construction inspector - your partner on the road

The process of collecting the permits starts from the first day on the ground. In fact, part of it still begins in the planning phase. Professional construction inspector specializing in completion certificate for occupancy. Know exactly which forms and when they will be ready for collection and submission. At the same time, he knew exactly what the contractor was required to provide and what tests he was required to perform. At the same time include the cost of the test as part of the contractor's contract and it is his responsibility to provide the data as a condition for payment. Certificates attesting to the quality and strength of the concrete. The iron arrangement. The thickness of the plaster and the sealing system.   Therefore, a construction inspector is a necessity even for those who choose to save.
